But the adapter is working fine, as far as I can tell.
A bigger limitation is the browsers that will work with 10.4, which make many web pages inaccessible. But my G4 is in a first floor bedroom and the router is in the basement, so at least it can get through the floor and a wall.

Even then, I wasn't entirely sure how to turn the device on, but somehow I got to a window that showed my network and asked for a WPA2 password - and once I entered it, I was connected! I can’t vouch for its range it’s amazing to me that it works at all without an antenna. So I downloaded the 10.4 driver from the Edimax web site using a different computer, moved it to the G4 via a USB stick, and executed it from there.

I had a couple software false starts - the adapter comes with a mini-CD that only works with Mac OS 10.5 and up, though it said on the web the device would work with 10.4 (which is the upper limit for my old Mac).
